"Later" is wonderfully specific. We need better language for this stuff though - "recall" makes me think of people bringing their vehicles back to the dealership en masse.
I assume like the "recall" in China, its just an OTA update? The article isn't really clear on this

It's ok. One of these days one of their OTA updates will brick the cars. It's not a matter of if, but of when.
Yea. Nearly all Tesla recalls are just OTA updates
If a NHTSA recall can be fixed with a software update that's all it means
I'm sure there's some legal obligation to issue a formal recall somehow
