yes, but an African nation is more advanced than anywhere else because of their available resources. Liberal Ideology says they couldn't get there without capitalism and markets.
Idk if saying they got there through techno feudalism is much better though
it at least acknowledges Africans are not inherently stupid and that technology is a result of work on available resources, not a result of ideology.
