AMD users who have upgraded their devices to Microsoft's new Windows 11 operating system or purchased a new AMD-powered device with Windows 11, may be impacted by an issue that may cause performance to drop by up to 15%.
The story I heard was that they skipped it because a lot of lazy programmers would tell their programs to look for "Windows 9" to see if it was Windows 95 or 98, and so it would have caused a lot of compatibility problems.
I think that's just the excuse they use. If executives wanted to call it windows 9, programmers would've found a way. My theory (that I havent thought about critically in years) is that they did it to make Windows 7 look outdated, convincing people to "upgrade" to a system supposedly 3 versions ahead
