The take here should be to slow-walk this work and do the shittiest job you can without getting fired.
You're not going to convince enough unorganized PMC types to spontaneously organize and not cross the picket line. You'd need to have workers organized and committed before that sort of action would work. What could work -- and what they're perfectly set up for, because this is terrible for morale and they're untrained -- is slow-walking and monkeywrenching. That might create an even bigger headache than a cold shutdown.
The best part is that it doesn't take overt organization to do, and it will spread pretty naturally. If a couple people check out but still show up and get paid, more will catch on.
