The atrocities are discussed openly, a lot of people are aware of them, may even have strong opinions about them, but it doesn't matter. Consent manufacturing doesn't require that you completely suppress the truth. You don't need to undermine your credibility by outright lying and pretending that Modi's India or the USA aren't committing crimes against humanity. You just need to put these admissions next to so much "china bad" and "russian hackers" and "vuvuzela no iphone" that it seems to outweigh the bad things our allies do.
