    Why did it cost 8 million to pile dirt in a hill? Also shouldn't they have a soft grass bit at the base so children don't split their skulls open on concrete or stumble into traffic?

      There's no dirt involved, it's turf covering scaffolding. You aren't supposed to leave the walkways with guardrails.

        Why though? Surely it'd be cheaper and more socially useful just to pile some dirt up and lay some sod/plants/trees so you can have a little hilly park in the city

          one rain and it would all slide into the street, anything that steep made of dirt would crumble instantly
