I saved in front of it, so I'm able to reload and see it and reset, but I'm not able to catch him yet.

Which Pokémon and what Pokéballs do you have?
Tangrowth, level 45 Crimson Mirelands and I can make great balls. Three stars I think.
Try getting it to eat a Razz berry, and while eating strike it from directly behind with a great ball. You’ll be surprised how often you’ll be able to catch high rank Pokémon.
