Is there any English word equivalent to "pelego"? It's the soft fur put on top or under a horse saddle to make the ride more comfortable. Traditionally it's a sheep skin, but can also be synthetic.

In the context of labor unions, "pelego" means a union leader who pretends to represent the workers but instead is preoccupied with maintaining some kind of harmony between workers, the boss and the government. Of course, in "softening" this relationship the pelego just defends the interests of capital.
