See, that's the beauty of arguing against progress. You point to what's already happened and say "see, the people behind this clearly achieved the best possible outcome! and if they weren't the best people, then they wouldn't have been the ones doing it."
It's a tautology, and it's the same argument that's used to justify CEO compensation.
I think a golden retriever would perform similarly to most of our CEOs, if not better. I have lots of arguments for that, including studies showing that little to any of a company's success is attributable to the CEO, the logic that one person simply doesn't make a difference in a company of tens of thousands, and so on.
The argument against comes down to "if that were true, it would already have been tried! so we don't need to try it, because we know it's not true!"

Idk, most of the people I know who majored in urban planning, even getting masters degrees, have quit and gone to tech because they are literally not allowed to implement any of the empirically proven ideas on the urban landscape. All of those decisions are made by city councils who are completely beholden to private property developers, and as such, urbanization is sporadic, piece-meal, and not based on any real kind of planning. Easier just to make money in tech using your engineering degree than fight with private property developers. Pays more too.
Hell, even a Robert Moses like project would be considered too radical for most modern day urban planning in the U.S.
City skylines is a traffic engineering simulator and anyone that claims it has anything to do with urban planning hasn't touched the profession.
