It looks like some bourgeoisie are hoping Ukraine is where they'll be rolling out smart city prototypes. Elsewhere there's been trouble such as the backlash when Google tried to do smart city stuff with their Sidewalk Toronto project in downtown Toronto, Canada, which ended up canceled (although officially the reason that project was canceled was due to economic uncertainty from the Covid-19 pandemic): https://en.wikipedia.org/wiki/Sidewalk_Toronto

Ukraine will be seeking financing to rebuild cities once the conflict's over. It's also a far cheaper place to get labor than Toronto.
