It's so horrific because it's recent, but I'm also fascinated with how it repeats parallels in history. If I recall correctly, when the crusaders captured Jerusalem, rather than hand it over to the church they attempted to make it their own city under their control. Apparently it's happened several times in history that groups already affiliated with major powers, after a military conquest would try to turn their conquest into their own cities independent of the powers they served.
