      I prefer green spaces but even if it's a dry main square, I'll take it.

        I don't know the answer but there should be. Even from a profit-motive perspective I can argue the case for this movement.

        Consider the takeover of free 2 play games. You have your free players who provide value to your game by raising the population of your game, and you have your paying players who subsidise the existence and continued development of the game.

        This applies just as well to both outdoor and indoor spaces owned by private owners. Value is added to the space by it being populated and humming with atmosphere and feeling. That value would improve the space for paying customers and make it more attractive to be in.
