My town has a main street space like this and the areas outside businesses are actually available to the public and just utilized by the restaurants. Most spaces like this are for people to just sit and chill for as long as they want.
I was in a big city and most of the sidewalk was lush outdoor restaurant seating and then the remaining section was under construction, so people had to walk in the bike lane

these people hate outdoor comfort because they have air-conditioned automobiles and domisciles to return to; the primary beneficiaries of public good are always those who exist in public, to them the failures and chaff of society (this includes but is not limited to the houseless, people walking or using public transit, service workers etc.)

I don't know the answer but there should be. Even from a profit-motive perspective I can argue the case for this movement.
Consider the takeover of free 2 play games. You have your free players who provide value to your game by raising the population of your game, and you have your paying players who subsidise the existence and continued development of the game.
This applies just as well to both outdoor and indoor spaces owned by private owners. Value is added to the space by it being populated and humming with atmosphere and feeling. That value would improve the space for paying customers and make it more attractive to be in.
