The thing that gets me with these sorts of declarations from China is they give a short, but realistic date for the phasing out or adoption of something. In the west we see things like "We'll phase it out by 2035" and they'll just quietly abandon the idea after a couple of years of failing to meet their extremely lax targets.
Yeah, China actually gets shit done as opposed to just talking about it.
