Africa is the worst continent for railways by far and that's because the railways were built by colonizers. If you look at a map of African railways, you'll see that most railways in Africa were built to haul resources out to the sea and then to Europe. Only settler states like South Africa developed a decent rail network.

North Africa seems to have a pretty good network too. I don't know if there were euro settler attempts there, but I'm glad they have a decent rail network.
