I never got the "oh Caesar is such a compelling villain" stuff, like he always just seemed like a smug butthole who, yes, was more knowledgeable about certain things than his wastelander peers, but that's not saying much when the point of comparison is people who had no education and mostly wouldn't even know how to read.
The thing is, he isn't even knowledgeable. He just appears that way. Half the things he says are inaccurate, but because he validates the feelings of terrible people, they find him persuasive.
He's a good example of Jordan Peterson types who get recognition despite being hacks spouting easily disproven garbage. He is the ultimate mediocre white dude failing upwards.
