? I'm not sure what's surprising here I'd say most thefts are crimes of opportunity. It's like when you ask professional burglars what their MO is and it's just "I tried all the houses with lights off until one of them was unlocked."
A phrase I heard quite often in my former profession (to the point where it was almost a cliche) was "you don't need to 'stop' equipment thieves, you just need to slow them down."
Isn't that the point of locks though? It inconveniences someone enough that they move onto the next thing that hopefully isn't locked.
