But holy shit does this devalue the term "apartheid". Apartheid is not just when people are treated differently. Apartheid was not a system where black South Africans could simply pay a fee to be treated better. Apartheid is a system of racial oppression wherein people are systematically disadvantaged based on their racial characteristics alone.
