In fairness, what power does the Department of Transportation actually have at this point beyond smashing down rail and air traffic controller unions? The levers of power he'd have been able to pull in the past got ripped out for their copper wiring 20 years ago.
Him being connected to the developers of the app involved in that shitshow is evidence of it. Same with his preemptive "victory" speech, but it's not proof he was behind all of it.
I think it was more likely he was following orders or part of a group of fellow consultants and DNC Neeras that planned it.
