Nah, Jungle's a music genre, though the name originated from anti-black racism on some level. Jungle was born out of the hardcore rave scene in the UK in the early 90s, a scene which black artists were heavily involved in, especially artists who were 1st or 2nd gen immigrants from current/former British colonies in the Caribbean.

In the early stage of UK hardcore rave music, their were like 5 or more different names that were all being used interchangeably to describe the same styles of music. It's a bit unclear just how Jungle became one of these names people started using, but it seems like it probably started as a racist slur against the music/black artists that was then reclaimed by the people it was being used against. Nowadays it's so far removed from it's origin that most people probably don't even realize that it started as a slur unless they've watched/read interview with 90s artists talking about how Jungle even became the name of the genre.

I think it also originates from Reggae culture/slang on some level as well, but I'm not anywhere near knowledgeable enough on that subject to say how.
