"Seek out" as in actively pursue sure, like as in you WANT a relationship with a younger person. But if you, like I did, happen to meet a younger (adult) person online and hit it off with them I dont see the problem. She chose me and is perfectly capable of doing so. The only reason it would be wrong is if she wasnt. Plus I'm autistic and developmentally delayed, and autistic people often form relationships outside their age bracket. I think you need to widen your view to some nuance here.

Dont pressure individual relationships. Apply the pressure in a general sense. Just talk publicly about how its creepy and predatory for older people to actively pursue relationships with people significantly younger than them.

pressure can only be applied in the individual case. There is no broader cultural pressure that can exist without manifesting in individual cases

General pressure will apply pressure to individual cases I guess but? I disagree that pressure can only be applied in the individual cases.

general pressure is a product of pressure in individual cases just as the individual cases are a product of the general pressure.

You cannot have a cultural taboo that is never enforced. For example wearing shoes indoors this would not be a taboo if no one ever told anyone off about it
