Vice City is III but with a fantastic atmosphere and setting.
San Andreas improves on almost every aspect of Vice City while also feeling way way bigger than it actually is.
Liberty City and Vice City Stories are probably good, but I'm not a console gamer so I've never really had the chance to play through them. Banger soundtracks though.
IV has a fantastic gameplay (if somewhat stripped down compared to San Andreas), story and main character
