Ah, so it's Medicaid who decided that the most effective and widely-understood treatment should be the last resort. Super cool healthcare system. My advice would be to fill the prescriptions your doctor is giving you and flush them down the toilet, then tell him that they don't work. Rinse-repeat until you get effective meds.
Anecdotally, I had a doctor try and put me on Strattera after being on stimulants for a few years without issue. I have no idea if it had any benefit to my focus because I didn't get more than 4 hours sleep on any day that I took it, and I quit after three weeks. Absolutely vile stuff, at least with my brain chemistry. Antidepressants didn't help my focus or my mood, just made me incredibly restless and gave me a compulsion to want to walk around for hours every day. Antidepressant withdrawal is also so much worse than stimulant withdrawal (at least at therapeutic doses, not sure what it's like for people who use stimulants recreationally). There's a reason why stimulants are the first-line treatment. They're not just effective, but also extremely well-tolerated, not to mention that it's really easy to tell if they work or not. The fact that Medicaid is forcing people to try alternatives is bad medicine propped up by bad drug policy and I'm sorry to hear you're in this situation.
It varies a bit by state, but I think that doctor may just be talking out of his ass. That's not how it works.
It could be a little of both. Doctors lie all the time, but it also seems plausible that Medicaid would be putting some sort of oblique pressure on doctors to limit stimulant prescriptions for political reasons, and the doctor just doesn’t care to explain it any further than “Medicaid says so.”
I think it's more about a fear of the DEA. They've started going after doctors for over prescribing stimulants.
The DEA is really just going after the doctors running pill mills and the ones rubber stamping scripts for those online prescribers that guarantee a script(or your money back). That doesn't stop your local doctor, who's livelihood rests on writing scripts, from thinking they need to create a paper trail that shows they're using stimulants as a last resort.
I blame this on the tech bros who created shit like cerebral that is just a pill mill with VC funding.
I actually did pretty well on Strattera for ADHD symptoms. I got good grades that semester.
The problem was that I had to take it with a large meal or there was a chance that I'd vomit my guts out. I stopped taking it after I broke a blood vessel on my eye throwing up.
