It's a retail snack shop selling nori, tea and fish flakes, founded in the 27th year of the Meiji era, or 1894. The guy's saying, "really, it's so delicious it's crazy! Crazy!"

For what little it's worth, Google Lens says that the text in the oval means "It's really good and it's dangerous!"
The word meaning "dangerous" is yabai ( ヤバイ) which is one of those Japanese words that can be a lot of different words depending on the context. It can mean anything from really good, to a vulgar way of saying like "fucked up." Here it means the snacks they're selling are so good it's crazy or unbelievable
