Holy shit, that's indeed a thing apparently. Why ? is it a brainwormed US liberal thing ? Why would they want a EU-looking plate ?
I know why they'd want a US-looking one in the EU, mind you; a fair proportion of boomers here still have the weird golden image the US managed to project in the 80s/90s. Those particular people love the US aesthetic, and if they're able to they try to visit there regularly.
Nah. It's just a thing that some people like to put on European import cars just for fun. Sometimes the plate will not be a real plate, it'll say like "eurötrash" on it or like the name of the project car. Other times it'll be the same as their actual plate number.
It's always either a European import car or somebody making fun of that trend.
As an aside and if you're curious, after searching about it a bit, the fake NY plates in the picture I posted above are also strictly speaking illegal / non-compliant in France (despite being gladly sold here by the aforementioned Paris car dealer, which is almost certainly where the car pictured came from); though they also show an actual real plate number - I checked - so it'd likely be a misdemeanor - in fact I looked it up: it's a 135€/145$ bill; given these cars apparently sell for at least 80k€ I'm guessing the shitheads sporting such plates just see it as the cost of looking like americans.

Ah, makes sense, thanks.
