look, i won't pretend like i wouldn't do some stupid shit if i was worth several billions. but there would be a logic to it beyond stunting on people. like if i was a middling gulf state royal, i would build an underground, passively-cooled, well-ventilated recreation and living complex. use translucent materials, glass, mirrors to bring natural light in. and steadily connect / convert the surrounding city into it. something that would take time, employee tons of people, be an innovative example of urban planning, and could literally be a respite from the heat for centuries.
