It's because of the weaselly way the west defines extreme poverty. It's living off of less than about $2 per day. So a homeless person in the US who finds/is given $5 every other day is technically not living in extreme poverty, despite the fact that they cannot afford food, housing, healthcare, or anything else they desperately need to survive.
