I'm not Venezuelan, but I'm a Spanish speaker from latam and I've almost never heard anyone use "homo" to mean gay by itself. He was just using it in the taxonomical sense. Not to mention that Maduro is pretty pro-LGBTQ and has wanted to push a more inclusive line in Venezuela but has, if anything, been held back by the rest of the party.
