I don't know shit about this character or the game but setting aside all boobplate discussions, that shawl she is wearing is extremely useful especially given the time period and the fact that she appears to be an assassin-type character.

Not only can that shawl be used as a bandage or tourniquet but it can also be used to bind things, including tying up a captive's hands, it can be made into a makeshift bag, and it can also be used as a sort of defensive weapon to distract an opponent, to wrap around a weapon that an opponent strikes or throws at her, and also in particular using the clasp to weight the end as a way to strike at the eyes of her opponent to throw them off balance or to get them to move their guard upwards thus leaving part of their body exposed.
