I wouldn't put too much stock into this alone, it's the military's job to "prepare for any contingency"
The DoD has a zombie apocalypse plan, this is just busy work.

Idk, with the second half it reads like a probe into nuclear offensive capabilities within Russia under the guise of a defensive project.

Like most nuclear weapon research, it's handled by computers.

However I cannot guarantee that a few bugs won't enter the code during development janet-wink

This reeks of money laundering/fraud. Extremely fishy no matter the case.

    https://www.terraanalytics.net

I think this is their website, it's hard to tell because there's basically no information.

    https://www.linkedin.com/in/paulblubaugh/

Appears as the contact of the website. LinkedIn says he works for, get this...a multinational fossil fuel company.

    Cartoon villain shit.

Oh and the listed address is just some house lol

This is actually pretty normal for environmental scientists doing government contract work. I know someone that does ordinance impact studies and writes custom simulation software. She's a corporation of 2 people and is registered at her home. Her website is basically a business card. All these small corporations are created to meet minimum government bidding requirements.
