In a lot of US jurisdictions (where i’m assuming this happened) it’s actually illegal for landlords to turn off water and power no matter what, even if tenants are failing to pay the bills. Their legal recourse is supposed to be the eviction process, not whatever bullshit these people were trying to pull.
