As usual it's a sci-fi movie with no sense of scale. A million soldiers is enough to conquer maybe a small country on Earth. In the Star Wars universe, assuming their galaxy is about the size of the Milky Way and they have the same approximate rate of planet formation, that's enough clones for a single security guard to cover roughly about 100,000 planets.
Update, I made a mistake, I described Star Wars as sci-fi, that was an error. It's just fantasy with space paint slathered over it. I stand by my other points.

Also I guess the implication is that the supply is near infinite, on a larger timeframe. I don't know, star wars doesn't make any fucking sense.
Star Wars fell into the "must explain everything" trap, mostly due to fan demand. Nothing is permitted to be left open to imagination anymore, as the RLM crew well knows.
