Since the last 8 years has been presidents inheriting all the blunders of their predecessor and adding to it for shits and giggles, I don't see how Trump could be popular enough to set up his 3rd term run.
That said, he's been consistently unpopular, win or lose. So if he has party backing there won't be anything to stop him, really. SCOTUS could just assert that the entirety of the 22nd is an "operative clause."
It's constitutionally prohibited I think and I don't see that getting overturned.
