It's irrelevant whether explicit orders are given for these things or not, the result is the same. If a coin gets flipped ten times and it comes up heads all ten times, it's pointless to speculate which times were legitimate and which ones were rigged, the guy benefitting from the coin landing heads is responsible and deserves to get fucked up.
