I guarantee you that such groups and worse operate on western social media platforms (especially discord which is full of groomers) but those are useful to the CIA for compromat as well as the powerful men who run the west while Telegram I think is not fully under their control. It's not under Russian control and not used for Russian operations just as Tiktok is not under Chinese control and used in that way but as with Tiktok it's about denying all competitors the ability to do that as well as ensuring they have total visibility, total control of the information environment for propaganda and control of the population as conditions worsen.
