I have no doubt that the CIA has had plans for other countries. Including the drug wars south of the US. Things were planned as much as 40 years back. I wonder what they have planned for 2068?
I think a lot of it is just opportunism rather than concrete plans decades into the future. They decide that they want to destroy a country, and then they identify the weak points that they can attack, and just keep chipping away at that. And when opportunities arise they exploit them.
