90% chance they just have the US and other NATO freaks directly doing the military planning and they're just having the media blame their failures on Ukraine. Maybe they're even testing failing strategies on purpose since slavs are expendable.
I recall reading how they basically admitted that most of the planning was in fact done by NATO.
