next version of lemmy will let you tag an image to mark it as needing to be sized as an emoji. ETA unknown

currently not possible as makotech said. You just need to resize it to the size you want it to be, and you can't bypass the blur filter, that would sort of defeat the point. You can bug whyesseff or an admin for emoji additions, or better yet just post it in here (c/emoji)
