Okay hear me out, what if this was paid on a per child basis, and you buy a bigger car like a minivan perhaps so you can get more kids into it and drive them all to school all at once? With the added bonus that you're not contributing as much to traffic too

My old high school just sold all their buses, and it seems the bus pass they gave out is temporary.
