They were communists, but either the game or this video seems to be implying that they were actually part of/funded by the KGB, which as tenuous connections go is about one step removed from 'judeo bolsheviks'.
They should've been funded by the KGB, the bails would've been a lot easier to make
The video is just the different dialogue you have with the pictured characters if your character was ex CIA, MI6 or KGB, not that the characters in the thumbnail are from the respective agency. They're all CIA or CIA aligned
He's not associated with the Black Panthers at all, unless I missed some really obscure file. He joined the army, became part of your handlers MACV-SOG group in Vietnam and then joined the CIA.
