Outside of that the dependency on blood, inability to go out in the day, and the fact there had to be hard rules on creating new vampires because of the resulting power struggles made them really weak as a collective. iirc if the vampire population ever grew to the numbers it would need to create industry they wouldn't be able to feed enough to stay strong and sane, so uncontrolled vampire growth just leads to something like skid row.
