Thing is we're running out of helium.
Besides an absolute pain to store and work with, helium is also usually gathered as a byproduct of natural gas which is not a resource China possesses in particular abundance.
Basically, China is choosing to work with the most Proletariat of the Nobel gasses.

Virgin Helium: Floats off into space.
