Honestly any horror movie or thriller would be great set there. Whittier also has an extensive Cold War history, so you could do weird MKUltra shit in the military building and have people try to escape the town. The scene in my head is a patient in a hospital gown running down the tunnel being pursued by MPs when the train comes.
