You're supposed to moderate the underlying fascism of the system enough to placate the mostly liberal professional PMC class workers that you need to run the apparatus of the state. It was fine when they were simply preventing them from having clean drinking water and killing them by the hundreds every few years. As long as the West Bank residents had an (Israeli) police they could call when settlers drove them out of their homes at gunpoint, there was at least a procedure to follow. This isn't letting those people feel like everything is working as intended.
