Why does it matter one iota? Is it because only the US gets to blow up people with unmanned aircraft? Why is this a problem for China and not a bonus, exactly? "Oh woe is us, our completely civilian drones are being bought and used for military purposes! We must immediately stop selling them and not, like, raise the prize and sell more."
From what I've heard, what they do is attach something like a hand grenade with a radio-operated release mechanism. Any drone capable of carrying the weight of a 35mm DSLR camera + lens would be sufficient.
The cheapest way would probably be to attach the bomb to the underbelly, with screws or even glue and duct tape if it's going for a suicide mission or with a release mechanism controlled by a servo if it's supposed to return. It's pretty easy, we did it with a friend with one of those bomb-shaped toys that whistle when you throw it in high school. We attached it to an RC airplane and it worked pretty well. There probably are off-the-shelf solutions too nowadays, something like this.

Usually by 3d printing a mounting bracket with a quick release on it and using the camera gimbal as a trigger to drop the grenade.
