They're gulaging innocent civilians who oppose the Soviet Union forcibly annexing other countries , and also apparently selling said innocent prisoners to an evil multinational corporation to be used in human experiments and for raw materials to produce the universe's equivalent of Bioshock's Plasmids in a Soylent Green fashion
