Fibre isn't a silver bullet, for people who already get sufficient fibre, increasing intake without changing other factors it may increase the size of the stool and make it harder to pass. The more important aspect is what kinds of fibre (soluble/insoluble), liquid intake, exercise and sleep, amongst other factors. Motility can be affected by stress, medication, allergies or inflammation and certain foods can counteract, instigate or aggravate those. For example, supplements/ingredients like guar gum (a fibre) can ferment and cause bloating and gas.

For some people who suffer from GI issues, decreasing fibre intake (called a low residue diet) can give relief in the short term, possibly while they go on a FODMAP isolation diet to find out if they have any intolerances or allergies. Especially reducing insoluble fibres (the kind you'd get from oatmeal husks, corn, psyllium supplements or fibrous vegetables) that only add bulk.

Unfortunately I've seen people spin this into advocacy for eating more meat and dairy .
