Same reason Linux is popular on Lemmy. Lemmy is essentially an explicitly leftist community that appeals to people nerdy and techy enough to leave Reddit and join a smaller platform. Linux is a FOSS, ie leftist techy OS. Star Trek is leftist Sci-Fi.

The Frontier has a shit NCR quest and a lot of actually decent to good content. Plus, there are far more expansion mods than just The Frontier.
They've had that for years now, then. See More Mojave, A World of Less Pain, the NV Bounties series, Just Assorted, The Living Desert, and more. Hell, there's even The Frontier.

The fact that Starfield is a better RPG than Skyrim and Fallout 4 at launch, which is due to Bethesda games largely being extremely mediocre and largely saved by mods.

Considering Elder Scrolls has been riding purely off of the much better lore established in games like morrowind, and Starfield has shown the level of creativity in modern Bethesda, I believe it too.
