Cuba already revolted. It's free now. If Americans sent Cubans a proposal to incorporate into the United States, the Cubans would send it back with a polite "No thank you" in response.

The only way Cuba becomes a "state" is if we plant a flag in Guantanamo and tell the prison guards that they get two senators, a governor, and half a dozen congressmen.
