Nvidia has their chips made by Samsung and TSMC. This bill would mostly support Intel so Nvidia ( and AMD) are publically against it.

That being said it's possible a chip bill would just boost all stocks related to semiconductors even if it isn't giving money to every company. Like it makes the whole sector seem safer

Or maybe there are ways that Nvidia will benefit that isn't public knowledge
